Public Comment Period

The American with Disabilities Act (ADA) Complementary Paratransit Program Plan is available for public review and comment for a 30-day public comment period:

  • Closes: Friday, June 19, 2026, 5:00 PM

Providing at least 30 days for public comment is consistent with ADA best practices for public meetings and outreach and gives riders and community members a reasonable opportunity to review and respond to major service and policy changes.

Comments received during this period will be logged, reviewed, and addressed by Key West Transit staff, and a summary of significant comments and responses will be appended to the final Plan and considered in future updates.

How to Access the Plan

The ADA Complementary Paratransit Program Plan (March 2026) is available in the following formats:

Upon request, the Plan and related materials will be provided in accessible formats (for example, large print, accessible electronic formats, or other reasonable formats) consistent with ADA requirements for effective communication.

Digital documents posted online (including PDFs) will be prepared to meet WCAG 2.1 Level AA accessibility standards to the maximum extent feasible, as required by recent ADA Title II web accessibility rules.

During the 30-day public comment period, comments on the ADA Complementary Paratransit Program Plan may be submitted in any of the following ways:

Comments may be submitted in any accessible format, including handwritten letters, typed documents, voice messages, or other formats that work best for you, consistent with the ADA's effective communication requirements for people with communication disabilities.

What does the plan cover?

The ADA Complementary Paratransit Program Plan includes:

  • Description of the fixed route system (Workforce Express route, hours, fare structure).
  • Description of ADA complementary paratransit service, including:
  • Service area within ¾ mile of fixed routes (Key West, Stock Island, Key Haven).
  • Days and hours of operation (7 days a week, 6:00 AM–8:00 PM).
  • Reservations, fares, and trip scheduling policies (e.g., next-day service, no trip purpose restrictions).
  • No show and late cancellation policy and appeal rights.
  • Personal care attendants and companion policies.
  • Origin to destination (curb to curb, door to door by reasonable modification) service description.
  • Eligibility determination process, categories, and types of eligibility (unconditional, conditional, temporary), including timelines and appeals.
  • Complaint procedures, including how ADA complaints are accepted, investigated, and tracked.

This public comment period is part of Key West Transit's commitment to meaningful public involvement and to ensuring its ADA-compliant paratransit service remains fully compliant and responsive to community needs.

Do you know how your comment will be used?

All comments received by the close of the 30-day period will be:

  • Logged and categorized by topic (e.g., eligibility, service area, reservations, fares, policies).
  • Reviewed by Key West Transit staff and the Multimodal Transportation Coordinator.
  • Considered for Plan revisions, operational adjustments, and future annual updates.
  • A summary of significant issues raised and the City's responses will be incorporated into the Plan's appendices as part of the required ADA paratransit planning documentation.
