Business Impact Estimates (BIE)

Under Florida Statute 166.041(4), municipalities must produce a "Business Impact Estimate" before enacting certain ordinances.  This requirement, which took effect on October 1, 2023, is designed to enhance the process for adopting local ordinances and to expand the rights of individuals wishing to challenge them.

Business Impact Estimates have been made available on the City Commission Agendas; they are mandatory for most new ordinances.
