Meet the Staff

Enid Torregrosa-Silva

Enid joined the City of Key West in 2008 and has served as the Historic Preservation Planner for the past ten years. Born and raised in San Juan, Puerto Rico, she graduated from the University of Puerto Rico with a bachelor’s degree in Environmental Design. She achieved a master’s degree in historic preservation at Ball State University, Muncie, Indiana. Enid has over twenty-seven years of professional experience in both government and private sectors, which have given her the opportunity to work on all aspects of historic preservation, including developing public policy, compliance with federal, state, and local law and regulations, review and compliance of construction plans involving historic buildings, and historic districts management. In addition, she has overseen and managed complete and complex restoration projects for significant buildings listed in the National Register of Historic Places as well as World Heritage sites recognized by UNESCO. Her professional experience includes serving as the State Historic Preservation Officer as part of the Governor of Puerto Rico’s Cabinet, the Historic Preservation Planner for Fort Myers, and the Urban Manager of Rio Piedras under supervision of the Mayor of the City of San Juan.

 

Kelly Perkins

Kelly joined the City of Key West in 2014 as the HARC Assistant Planner. She grew up in Orlando, Florida and received a bachelor's degree with a double major in history and journalism and a minor in art history from New York University in 2009. She received a Master of Historic Preservation in 2013 from the University of Florida. She worked in Nantucket, Massachusetts and St. Augustine, Florida before joining the City of Key West. Kelly may not have the decades of experience that Enid has, but she is unbeatable at Connect Four.
