Introduction

The official functions and duties of the City Clerk are outlined in the Functions and Duties section of this web page. In this section we hope to provide you with a more transparent view of the City Clerk's role, and the background and history of her office.

 Functions and Duties:

  • Recording the minutes and all official actions of the City Commission
  • Prepares agendas for City Commission meetings
  • Attesting to and maintaining custody of all Official records of the City Of Key West
  • Administering the publication and supplementation of the City Code Book
  • Process, record, file and advertise Ordinances, Resolutions and Legal notices
  • Administers a Citywide Records Management program for all official records in compliance with the State of Florida
  • Serves as the City's Records Management Liaison Officer (RMLO) with the State of Florida
  • Respond to Public Records Requests
  • Administers Oath of Office
  • Maintain official City zoning map
  • Provide Notary Services
  • Chief Elections Administrator
  • Presides over Bid openings and provides summaries of the responses.
  • Serves as the Financial Disclosure Coordinator with the State of Florida Commission on Ethics
  • Submits City Commission approved documents for recording with the Clerk of the Court
  • Provides assistance to the City's Boards and Committees


The City of Key West Building/Licensing Department consists of four divisions: Permitting, Plan Review, Inspections, and Floodplain Management. All divisions are committed to protecting the health, safety and welfare of our community. We continually strive to provide fair and equitable services to our customers through continued education and interpretation of Building Codes and Ordinances.

The entire staff serves as representatives of the Department and provides a variety of information to the public pertaining to building procedures, licensing requirements, zoning issues and code compliance.

The office is closed on weekends. However, there are officers working until 12 am Wednesday through Sunday. You can report a violation on the city website, www.cityofkeywest-fl.gov, click the Citizens Action Line located on the right side of the web page then select Make a Service Request and scroll down and click on Code Violation. If you need to contact a compliance officer after office hours you may call the main number, 305-809-3740, to report violations or leave messages, or you may contact the Key West Police Department non-emergency number, 305-809-1000 to request a compliance officer return your call.

The Community Services Department is responsible for the areas of Public Works, Recreation, Facilities Maintenance, the Historical Cemetery and Fleet Services. Community Services is the second largest department in the City.
 
The Community Services Department allows five departments to function as a team in order to accomplish goals and objectives. Sharing similar skill sets, labor, and equipment is necessary to complete projects as efficiently as possible and expand the ability to provide cost-effective services to our citizens and guests.

    As one of the four beaches within the City, Smathers Beach is one of the largest and is well known by visitors during spring break. No overnight parking.

  • Bayview Park
    Bayview Park in the center of Key West has five public tennis courts and a Pro Shop, Pepe Hernandez softball field, basketball courts, playground equipment area, pavilion, six restrooms and an open area for picnics and family gatherings.

    Bayview Park is also the home of the Boys and Girls Youth Club which offers summer and after-school programs for the youth. The Pepe Hernandez softball field has CO-ED games Monday through Thursday year round with approximately 250 players. This facility also accommodates, ultimate Frisbee, kickball and several tournaments yearly.

    Open park area with playground equipment.

    Located at Poorhouse lane and Windsor lane, Bill Butler park is a quiet neighborhood playground/picnic area for the residents of the area.

    The Frederick Douglass Gym is an indoor basketball court and activity room. A tutorial program is offered at the gym after school Monday through Friday to children in need of after school tutoring. This program is free. There is also a basketball league housed at the gym that runs from December through March and consists of a boys league playing 55 games and a girls league that plays 11 games.

    Blake Fernandez Skate Park is a modern 7500 Sq. Ft. park that includes half and quarter pipes, ramps, grind rails, jump boxes and open spaces for skateboards and in-line skates.

    Located at Kennedy Drive and Flagler Ave, Wickers sports complex features a softball field that host year round leagues and a football field for the youth football league which plays from August through December.

    Sonny McCoy Indigenous Park is a native tree and bird park. Group and individual tours are available with advanced notice. Within the park is the Wildlife Rescue Center that cares for injured wildlife, a wildlife trail and pond, picnic area, and 6 bocce courts. There is a pavilion that can be reserved for various special events like weddings, meetings, birthday parties and graduations. Contact is through the Key West Wildlife Rescue, Inc.

    The Dr. Martin Luther King Jr.Community Pool houses two pools. One baby pool and a standard swimming pool. There have been some exciting changes to the City's approach to managing our waterfront. The concept of these changes called for the consolidation of City waterfront responsibilities. This includes the deep-water port activities of Cruise Ships and of Navy vessel activity coordination. 

The objective of the Plan is to make our City waterfront operate more efficiently, as well as effectively. As the City's mission statement states, we are " to maximize services to our customers in the most cost effective way." Not only does the consolidation make for a more efficient and effective operation, it also provides for better accountability and a more consistent approach in the interpretations of policy and procedures affecting the waterfront environment.

The City's Vision states " We will strive to be a user-friendly city, establishing an atmosphere of trust and confidence by providing quality, professional services." The recent realignment of responsibilities reinforces that thought and direction.

The waterfront is yours, to some the waterfront is our heritage, to others it is what has drawn us here, whatever the reason - protect and enjoy it!

Port of Key West Mission

A public benefit City department providing maritime, real estate services, and management of infrastructure to enhance the local economy, providing recreational opportunities for its citizens, and at the same time protecting both our heritage and the marine environment for future generations.


History of Port of Key West

In 1969 the Port of Key West received its first regularly scheduled cruise ship; it was the SUNWARD.  She called on Key West once a month.The Sunward moored at either the Navy's Mole or Pier B facility. Records indicate that between 1969 and 1984 the Port of Key West received 266 port calls. In 1999 fiscal year 415 cruise ships called on the Port of Key West allowing 597,009 passengers to experience Key West's charm, many making return trips to complete their Key West experience.

It wasn't until 1984 that the City Commission, at the recommendation of City staff, made improvements to the City-owned Mallory Dock, making it a full cruise ship docking facility.

The Port of Key West now consists of three docking facilities: Mallory Square Dock, Pier B (privately owned) and the Navy Mole.

A schedule indicating when a particular cruise ship will be calling on Key West is available at both the Port Office, and online. The schedule is subject to changes due to the weather and other unforeseen circumstances.If you wish to meet a friend traveling to Key West on a cruise ship a simple phone call to the Port office will provide you with the information that will insure you have a pleasant visit.


 

Berg and Kitsos

Engineering Services provides planning and design services, as well as engineering and construction management for the City's capital construction projects. These projects include storm sewers, buildings, parks, beaches, roads and sidewalks. The Department is also tasked with the responsibility for right-of-way permitting functions, which help to improve the cleanliness and beauty of the City's rights-of-way.

Established in 1875, the Key West Fire Department has a rich and proud history of service and commitment to the residents and guests of our island city. Our department is divided into four divisions; Suppression, Emergency Medical Services, Fire Prevention and Emergency Management & Training.

 On April 14th of 2016 the Insurance Services Office presented the Key West Fire Department with a Class 1 rating. Our department is now one of only 178 fire departments in the country with this exemplary rating, out of over 48,000 communities. This Class 1 designation for our suppression division provides the residents and businesses of Key West with the lowest possible fire insurance costs.

 On April 1st of 2015 the Key West Fire Department was given the responsibility to provide emergency medical care and transport. In our first year of service we received 6,427 total calls for medical service, 4,481 of these calls resulted in a patient being transported to the hospital by our rescue units. We are committed to improve every year through training and constant evaluation.

The Fire Prevention Bureau has progressed to provide a very high level of service to include life safety inspections, plans review, fire investigations and public safety presentations throughout the community. The Fire Marshal’s office is also instrumental in the planning and execution of safely protecting an extraordinary number of special events throughout the year.

Emergency Management coordinates with County, State and Federal agencies to prepare for natural or man-made disasters that could challenge our vulnerable island. The Training Division of our small department rivals the training provided by much larger cities by ensuring the highest level of expertise possible with a very limited number of firefighters. Most of our men and women are trained in multiple disciplines to prepare for the varied array of challenges our community could face.

It is my great honor and distinct pleasure to lead such an accomplished team of professionals. Our department is committed to protecting life and property today and every day, with the dedication taught to us by our predecessors and a pledge to prepare for future responsibilities before they arise.

Key West Bight Marina is nestled in the middle of the City of Key West's Seaport properties located in the Historic District. The Key West Bight is a twenty-acre facility that has become a major destination for those wishing to experience the ways of the old waterfront of Key West. A visitor to the "Bight" can enjoy a blend of the old with the new. You can go sailing on a historic schooner one day and go diving, fishing, parasailing or take a catamaran trip to the reef the next.

Key West Bight Marina has quickly become the most sought after marina facility in the City of Key West. Live-aboards enjoy its affordable rates and nearby location to "Old Town." This also is a great benefit to the marina's commercial tenants. The Harbor Walk is lined with restaurants, shops, attractions and other businesses which attract tourists and locals alike.

Key West Bight Marina has 33 deep-water transient slips available that can accommodate vessels up to 140 feet, year round. The majority of the transient tenants are repeat business. When asked why they keep coming back, the uniform response is "the pleasing atmosphere, friendly staff, and affordable rates." Showers, laundry and pump-out facilities are on the premises.

The Key West Bight Ferry Terminal began operation January 1, 2002 and offers service to Fort Myers Beach and seasonal service to Marco Island. The ferry website is http://www.seakeywest.com Parking is not a problem since there is plenty of parking in the Historic District. Both locals and tourists have the choice of using three large nearby parking lots.

When you add it all together you can see why everybody says "Key West Bight is a place you have to experience when you visit Key West."

Commercial Lease Rates are $30.35 per foot monthly plus $1.00 per licensed passenger and are subject to a commercial wait list.

 
Recreational Lease Rates are $26.37 per foot monthly and are subject to a recreational wait list.

 
Live-aboard Lease Rates  are $23.32 per foot monthly plus $43.60 per person monthly live-aboard fee.

All  lease rates are subject to the following minimums: A Dock - 47' minimum; C and D Docks - 30' minimum; and E Dock - 35' minimum. All leases require a deposit equal to one month's rent.

 
Transient Dockage Rates:  $3.30 per foot per day or $18.70 per foot per week or $52.80 per foot monthly. Water is included; electric is metered. There is a 120-day limit per calendar year.
 
Summer Transient Dockage Rates:  $2.75 per foot per day or $14.85 per foot per week or $42.05 per foot monthly
 
Summer Transient Local Dockage Rates:  $2.20 per foot per day or $11.00 per foot per week or $31.90 per foot monthly
 
One nights dockage is charged to your credit card as a deposit when making a reservation.
This deposit will be refunded if reservation is canceled seven days prior to scheduled arrival.
You are responsible for delays due to weather or mechanical issues.

Special Events Transient Dockage Rates:  $4.50 per foot per day. All Special Events transients PAY FOR THE COMPLETE STAY IN ADVANCE. Up to a five-day minimum; 30' minimum on all transient dockage.

(Lobster Mini Season, Fantasy Fest, Power Boat Races, the week encompassing Christmas Day, the week encompassing New Years Eve, and Key West Race Week)
Up to five night's dockage is charged to your credit card as a deposit when making a reservation. This deposit is NOT refundable.
You are responsible for delays due to weather or mechanical issues.

Dinghy Dockage Rates:  $7.15 per day or $31.90 per week or $95.70 per month (13' maximum)

Private Dinghy Slip:  $192.50 per month

The Cancelation Policy on normal transient dockage is seven days before arrival without penalty. If cancellations are not made within seven days, there is a charge of one day's dockage.

 
A vessel is considered a "NO SHOW" at 3:00 pm on the reservation arrival date, and the reservation will be cancelled unless prior arrangements have been made. Special Events Reservations may be cancelled no later than 10 days prior to the arrival date in order to avoid a full charge for the reservation.

ALL VESSELS MUST PUMP-OUT AND Y VALVES MUST BE SECURED IN PUMP-OUT POSITION.

Directions to the marina by land:
Key West Bight Marina is located on the northwest end of the island where it is only a short walk from the marina to Duval Street, the famous Sloppy Joe's Bar, Mallory Square and all the other fine establishments that make up "Old Town." When approaching Key West on US 1, stay to the right, turn on to North Roosevelt Boulevard. This route will take you along the very edge of the island and offers a breathtaking view of the back country with its extensive flats and mangrove islands. Turn right at Palm Avenue (the third light on North Roosevelt Boulevard). Drive over the scenic Palm Avenue Bridge (which turns into Eaton Street), and turn right on Margaret Street. Once you arrive at the base of Margaret Street, you have your choice of parking at the Park & Ride or the Caroline Street parking lot.

 
Directions by water - Gulf of Mexico:
Enter Key West waters at Buoy #1 North West Passage. At Buoy #19 North West Passage, turn eastward to the Key West Main Ship Channel, follow the marker system to red marker #4 turn to starboard and pull up to our Chevron fuel dock.

 
Directions by water - Atlantic:
Proceed westward down Hawk Channel to Key West Main Ship Channel Buoy #12 then northward to red marker #4 turn to starboard and pull up to our Chevron fuel dock.

The City of Key West Human Resources Office promotes the recruitment, development and retention of highly motivated, well qualified individuals to provide efficient, effective and courteous service to the citizens of Key West.  The City of Key West only accepts applications for open positions. General applications or resumes are not accepted or kept on file.  Vacancies are posted weekly on the website, on the job board outside of the Human Resources office and in various locations throughout the City.

To meet this mission, we provide effective technology support for audio/visual, computer, multimedia, voice, video, and web based applications & services to all areas of the City; promote and facilitate the effective integration of technology into the basic mission of the City through planning, training and various support activities; develop, enhance, and manage the City's network to provide high speed, transparent, and highly functional connectivity among all information resources; facilitate the collection, storage, security, and integrity of electronic data while ensuring appropriate access; provide capabilities including the ability to develop and manage the distribution through broadcast, broadband, software, the World Wide Web, and other telecommunications technologies; provide fast and reliable access to all information systems.


Department Overview

Our office hours are 7:00 AM - 5:00 PM, Monday - Friday.

The Department of Information Technology services the City's computer users on weekdays from 7:00 AM to 5:00 PM, as well as after hours and weekend support for Public Safety and Code Compliance Officers. City of Key West users can call in a request for the department's services, enter a ticket into the computer support system, or contact the on-call staff personnel. The requests are monitored to address any emergencies that arise.

The Information Technology teams' mission is to provide our users with access to electronic information in a timely manner. We accomplish this through teamwork, high employee morale, use of new technologies, customized programming, and dissemination of expertise in partnership with our customers in order to enhance data operations.

The IT Department provides computer system support services to City of Key West Departments in numerous ways:

  • Provides local administration and maintenance of the City-wide computer network.
  • Provides mainframe AS/400/Naviline/iSeries/ASP support to City Departments utilizing the Superion municipal support package.
  • Manages a centralized information systems equipment acquisition and utilization program.
  • Supports users by means of educational sessions through Training and direct personal support by Department staff.
  • Support and implementation of hardware/software utilized by the Key West Police Department.
  • Develops and maintains the website for the City of Key West https://www.cityofkeywest-fl.gov
  • Develops and maintains an Intranet for City Associates.
  • Programs and maintains the City TV station: Comcast Channel 77

A City of Key West Business Tax Receipt is required for anyone holding themselves out to be engaged in business in the City of Key West. Business Tax Receipts, also known as BTR's or occupational licenses, as well as other types of regulatory licenses and permits, are issued by the Licensing Division of the City of Key West Code Compliance Department.

Business Tax Receipts are required for all types of businesses - food service (restaurants), retail establishments, property rentals, charter boats, and professionals, to name a few. Building contractors may or may not require a City of Key West BTR depending on their base location and type of state license. More information regarding contractor licensing can be found in the "Licensing Forms" section of this website.

Regulatory licenses and permits may relate to a primary BTR (e.g. transient rental medallion permits, establishment entertainment permits, conditional use permits, etc.), or may be issued in lieu of a standard BTR (taxi/pedicab driver permits, street artist/performer permits, and off-premises canvassing permits). Regulatory licenses and permits are issued based upon the guidelines set forth in the City of Key West Municipal Code of Ordinances. All city ordinances can be accessed on this website by selecting "Municipal Code" from the website homepage.

All BTR's, and most regulatory licenses/permits, are renewable on an annual basis. Some regulatory licenses/permits are not renewable, and a new application is required upon expiration (peddlers, taxi/pedicab driver permits, street artist/performer permits, and off-premises canvassing permits).

The Licensing Division accepts applications and supporting documents via e-mail, U.S. Mail, or in person. Payment must be made at the time of application. We accept cash, checks, and credit cards; we do not have online payment capability at the current time.
The majority of the licensing applications and forms are located in "Licensing Forms,", and can be downloaded from this website. Due to the complex nature of some types of licensing, we respectfully request that all questions be sent to us at licensing@cityofkeywest-fl.gov. Violations must be paid within 10 calendar days or an additional late charge of $5.00 will be assessed. After 20 days, an additional late charge of $5.00 will be assessed - total late fee of $10.00 per ticket.
